Steve Brannock Presents At Florida Stormwater Association’s Annual Convention
Brannock & Humphries shareholder Steve Brannock was a featured speaker at this year’s marquee event for stormwater professionals, where he provided a detailed analysis of recent court decisions regarding the payment of stormwater utility fees by schools and state agencies in Florida.
The impetus for Mr. Brannock’s presentation was a January 2019 ruling by Florida’s Fourth District Court of Appeal against the City of West Palm Beach over the non-payment of stormwater utility fees by the Palm Beach County School Board. Mr. Brannock’s session provided an overview of the issue, gleaned from his involvement in several of the major cases to address it, and highlighted the state of the law in Florida’s appellate courts.
The conference attracted more than 350 engineers, scientists, managers, policymakers, and elected officials from throughout Florida. It featured sessions from industry-leading experts and thought leaders on regulatory and management topics dealing with stormwater management services and stormwater finance.
